If your PR is of the provincial nominee category, generally you are required to continue residing in that Province as long as you remain a Permanent Resident. The rationale is that the particular Province is granting PR status where you would normally not be able through other channels ( ie. family sponsorship or The Federal Skilled Worker categories) because you offer that Province some tangible benefit by becoming a PR, so to allow you to relocate would defeat the purpose. However, once you become a citizen such restrictions disappear (as no reference to how you obtained PR status or other associated restrictions such as residency requirements are considered).
You should get in touch with a local immigration LAWYER and have them help you with the application ( and also see of a Skilled Worker petition may not be a better option in your particular case).
