I would suggest writing a letter to the landlord. You can hand deliver it or send it by Registered Mail.
You can tell the landlord that you have a right to quiet enjoyment in your home and he has an obligation to provide it and that if he doesn't either get the tenants to stop harrassing your or evict them you will be seeking a rent abatement.
Or better still it may work better if you have a lawyer write the letter.
I would also suggest calling your landlord tenant board and ask them what your options are if the landlord continues to fail to act.

This is an unlawful act on their part but when you told the police what they were doing the police would not listen to you.
The only other way to deal with this would be to have lawyer talk to the police for you because right now the police don't seem to believe you.

The police are not considering the facts fully I guess but either way they first said you were harrassing them and then said this was not a police matter so they are wrong but they don't at this point believe you.
