I'm not sure if you have a case for libel here, unless this letter is being publicly disseminated, in which case there may be a claim on the basis of 'false light'. However it appears it is only being used internally for an investigation.

From what I understand you're being accused of writing a letter accusing someone else of questionable conduct. It really doesn't seem that there is a statement being made about you just a question of fact as to whether you did write the letter. The underlying issue would be why you would be suspected of writing this letter and why a Peace Bond would have been issued (because some evidence would have had to exist to issue the Peace Bond). Is one to discern that you have had altercations with your accuser in the past?

The 'false light' issue is tricky because you'll need to require them to prove that you did, in fact, write the letter and they can do that through circumstantial evidence (test being a 'balance of probabilities' not the stricter 'beyond a reasonable doubt' standard for criminal cases). If they can meet that threshold - in essence convincing the judge that, based on your history with each other, you are more likely than not the person who would have written the letter. Then your case will fail. Furthermore, there are likely fingerprints on the original letter and, if handwritten, handwriting comparisons could also be admissible in a court case to prove or disprove the letters providence.

You may want to meet with a local civil lawyer and see precisely what these charges are, what ramifications they may have (both legally and in your workplace) all with reference with your history with your accuser.
