We are not the government.
We cannot check passports.
We are just lawyers who work on line providing general information.
This sounds completely like a scam and the woman likely does not exist.
I would suggest urging your brother to call the local police who will likely confirm that this is a scam.

Thank you, XXXXX XXXXX my brother has sent emails and phoned the Canadian Consulate there but is not getting any response.

There is no way anyone is going to check a passport number for your brother.
This information is highly confidential.
He has to contact the police.
Calling the consulate is a good idea but I don't think they will take him seriously.
The police can tell him if they've heard scams like this before.
