The way this works in Canada is that you don't really need to sever all ties with your home country.
But you do need to take up residency in Canada.
And to maintain your PR status you must be physically present in Canada for a total of two years in the first five.
If you were working for a Canadian company in the UAE or were accompanying a Canadian spouse that would be still considered that you were physically present in the country.
But if that's not the case then you will need to apply again as there is no way of regaining your PR status if you lost it for residency requirement reasons.

Re-apply means to apply for the whole process again for Canadian citizenship or re-apply for PR card, i was unable to complete my 2 years thats the probelm due to certain reasons and want to get my PR card again so that i can move over there with my family.
