Hello,

Based on the cited sections it appears a removal order was issued when you withdrew your refugee claim. What is often overlooked by folks to too eagerly claim 'refugee' status is that they are automatically deemed deportable pending the investigation into the validity of their claim. In your case you withdrew your claim meaning you are therefore deportable.

As such, you are inadmissible to enter Canada despite a visa-waiver program between the UK and Canada.

You would need to apply for a Visitor's Visa: http://www.cic.gc.ca/english/visit/index.asp

You could also try to apply for a Temporary Resident Permit (http://www.canadainternational.gc.ca/washington/imm/inadmissible_tr-interdiction_rt.aspx?lang=eng) but it may be more difficult to obtain in your circusmtances.

Failing that, you cannot enter Canada for any purpose.

Hello,

You 'may' be able to have them apply to sponsor you as common-law (though because of the refugee claim that application will receive a significant amount of additional scrutiny).

Trying to re-enter (and being denied again) would cause additional problems. You would need the minister's authorization.

At this point my recommendation is to have your common-law partner contact a Canadian immigration lawyer and put an application in on that basis. Immediately, I would contact the link above to try to get the TRP.
