This could be completely unacceptable conduct but it turns on the consent or lack thereof of the recipient. I lean towards unacceptable if the man is not offering his service to other men as well. If the masseuse is a person with power over the women, this is of course is more concerning.

With no real consent by the recipient, this could be an assault, a sexual assault, or workplace sexual harassment. If any of these apply, the employer ought be made aware because the employer has a duty to create a safe workplace including mentally safe.

If you have a good relationship with these women, consider asking if this is wanted touching. If is not, consider a non aggressive plan to assist in the cessation of the contact. If you are in a larger company with an Human Resources Department, a confidential conversation with them may assist. If you are in a Union environment, your shop steward may have some advice. If this is a small company, a discussion the immediate supervisor or the employer may be appropriate.

Current thinking from a business standpoint and from the emotional standpoint of employees, is that a gentle and educational approach is tried first. A simple discussion could well resolve the problem while maintaining everyone's dignity and the ability to work together. Keep that in mind as well before you take on a cause. Do the women want this to stop and do they want your involvement?

But, any employee who is being touched in a manner they are not comforatible with at work has many remedies at law and, if applicable, under Union contract.

Lets hope it is well meaning and can be resloved easily.
