Depending on your residency patterns for the last 5 years you may simply need to reapply to renew your card. CIC (Citizenship and Immigration Canada) requires that, within a given 5-year period, you have resided in Canada for at least two of those years. In essence you need to show that you have been physically present in Canada for 730 days out of the 5 years (For some information on that click here: http://www.cic.gc.ca/ENGLISH/information/applications/guides/5445EA.asp).
Failing this you will need to reapply for residency.

You don't want to be in a position of mis-representing your residency because it carried a criminal penalty. Its simply not worth it. Be honest about your residency and first try to reapply.
It will not make any difference where you apply (because you can apply from outside of the Country). If you're required to re-apply for your Residency you may actually have it process faster if the application is from outside of the country than within due to current processing times.
