With respect to the rights the company has when evaluating candidates they can readily remove someone from consideration for any non-discriminatory reason (and a travel restriction is definitely a reasonable reason even one where a 'special permit' may be available for -- keeping in mind the 'special permit' would require additional cost and complication).
To overcome the restrictions you would need to have the conviction pardoned and your record expunged in California. However, you should also read the following information to see if you can obtain a deemed rehabilitation: http://www.cic.gc.ca/EnGLIsh/visit/conviction.asp
