Your brother should review the sponsorship agreement which he signed. It will have specific information about the obligation (in fine print). I can only give tell you what would generally apply here.
Generally, the obligation starts from the date the sponsosered individual became a permanent resident of Canada, not from the date of marriage. If she landed in 2008, his obligation would probably end in 2011.
I should have mentioned that his obligation with respect to the child may be different from his obligation to his wife. The obligation for the child is probably ten years (or until the child reaches age 25, whichever is earlier).
This probably will not be an issue if his wife/child does not make a welfare claim.
