The debts do not get extinguished no matter how old they are. But, if the limitation period has passed you cannot be sued on a debt.
In Ontario the limitation period for suing on a debt has been 2 years since Jan 1, 2004. Before that it was six years. The transitionary provisions say that any Claim that arose before Jan 1, 2004 is still covered by the old 6 year limitation period.
The period restarts if the debt is acknowledged of a partial payment toward the debt is made.
It starts when the Claim was discovered or should have been discovered.
In terms of being judgment proof if they are able to sue you and do succeed in getting a judgment they could seize your car.
In Ontario it's not lawful to garnish CPP or OAS payments and for this reason it's not lawful to seize bank accounts if all that's going in there are these payments.
