You are trapped in a mess of red tape.
The fingerprint issue is very unfortunate. It's not that Australia is behind. The process of submitting the fingerprints electronically can only be done within Canada.
I do not know of any way to pay and have this rushed but if you can find a lawyer whose done this before he/she may have a connection.
I would suggest consulting first with a immigration lawyer or, if that doesn't help then a criminal lawyer may be able to assist you.
If you could employee an agent or lawyer in Canada that too may help as she/he can try and work around the system that way.
The other way, unfortunately, would be to come to Canada to submit your fingerprints electronically.
