OK. I didn't initially understand the daughters were the designated beneficiaries.
If the girls were the designated beneficiaries of the RRSPs then those assets were not part of the estate and those funds should not be used to pay the estate taxes or funeral expenses.
The mother should be paid back for the funeral expenses out of the $7000.
If there is no more money in the estate then the debts and taxes that are estate taxes will need to go unpaid.
The bank didn't need permission from you to release the funds as you had no say over the funds as they were not part of the estate.
