You can apply for the divorce in Quebec and he can in Viet Nam as well as Canada will recognize a divorce if the person who applies has lived in the jurisdiction where the divorce was granted for a year before applying.
I don't know the laws in Viet Nam but I would guess the laws in Canada would treat you better in terms of property division.
For this reason my guess is that you should apply for the divorce in Quebec.
