But the new board of directors want to change to allow dog owners to do so in winter so that no need to walk dog away from property. New board members are all dog owners, live on first floor, so they can let dog use grass like their own backyard. Should they solicit opinion of all unit owners before changing the rule? Should owner cast vote to make rule change on AGM? Because interest conflict, I don't feel it is right the board change the rule in favor to them without asking other owners' opinion. They want to implement an idea to passing a new rule just by their discussion on a regular monthly meeting next month.
