I have done quite a bit of research but couldn't not find anything that is exactly related to what has happened to you.
There are many condos that require dogs to be carried and there is also a requirement for a dog under a certain weight. These requirements have been held to be enforceable.
Your situation is different because it's a new by-law and your dog is OK because of the grandfathering clause. If there was no clause it would still be OK as they would be required to grandfather anyway.
If your dog is too large to carry it's likely the case that a Court would say that the Condo Corp is required to be both fair and reasonable and requiring someone to carry their dog when it's difficult or impossible to do so, because of new rules is just not acceptable.
It would make sense for you to have some lawyer writing a letter on your behalf asserting this position.

But the new board of directors want to change to allow dog owners to do so in winter so that no need to walk dog away from property.
