Legal aid only provides certificates in certain circumstances. If it's a criminal matter, for example, the accused can only get a certificate if there is a risk of a jail sentence so you are not correct about your understanding about legal aid.
What you need to do is retain a lawyer or self-represent and try and gain access rights to your mother, or apply to Court and try and become your mother's guardian.
Or you can speak to the Trustee and indicate your concerns and ask for at least access rights to see her before she dies.
You can also try attending at your local legal aid clinic for help.

The Ombudsman cannot help you as they only deal with an institution that does something wrong.
