Verified6 years is too long and this doesn't make sense.
The brother needs a temporary resident visa to come to visit. He needs to be able to convince the immigration officer that he has no intention of remaining in Canada.
He cannot sponsor his brother on his own as it's not possible to sponsor a sibling unless the sibling is under 18 and an orphan.
If the 25 year old brother isn't in school full-time and therefore dependent on his parents he may no longer be eligible for sponsorship.
Unfortunately, it's likely the case that the brother needs to retain the assistance of an immigration lawyer to try and find out what's going on as this delay may have seriously prejudiced the brother's chance for sponsorship due to his age because of the time delay.

He's not a dependent any more and is over 22 so he can't be sponored anymore. This is why I was concerned and suggesting that he needs a lawyer.
