The executor needs to withhold 25% if you are a non-resident. That`s because in the US there is a tax. There isn`t one in Canada.
Canada withholds for the US and then you aren`t taxed in the US. You aren`t being taxed twice.
I am not sure why you would have to travel to Canada.
What you might consider doing is contacting the Law Society of the Province that your mother lived in. You will be able to get the names of three estates lawyers. Ask each lawyer how much he/she would charge to act for you, basically as an intermediary. If the lawyer is acting for you he/she should be able to arrange it so that you don't have to come to Canada.

This is not a tax on an estate. It's the tax a beneficiary of an estate has to pay. In Canada we aren't taxed if we inherit money but in the States you are.
The way it works is that usually 25% has to withheld for any money coming out of a trust. But, where there is a tax treaty (as there is with the US) sometimes it's only 15%.
