It appears as if you have a valid agreement.
I suggest you write to the landlord, via registered mail, with a certified copy of the agreement saying that they are now in breach of the agreement and you need to be paid for the items immediately, as they accepted delivery by locking you out, and retaining the goods. Tell him he will be responsible for all collection costs if this is not remedied within 7 days.
There is no way you can force him to give the money without him agreeing, or you going to court.
This amount is too large for small claims court so you need to look at your options.
a) obtain the services of a lawyer and proceed with a civil action
to do that call 403-228- 1722 in Calgary, or 1-800-661-1095 elsewhere in Alberta to get a commercial lawyer to file a breach of contract suit against them.
b) sell this debt to a collection company and have them collect on it for you.

Hi, I have a question regarding a tenant in a live and work unit that I am renting out. my tenant is renting out a portion of my property as a space to operate salon/barbershop out of and my family use and live in the remaining portion of the property. My tenant has said that I could put his rental cheque for March and April, but it has bounced. They are insisting that I use the government commercial rental relief plan but I cannot afford it, what can be done?
