One major problem with the immigration system in Canada is that much is left to the discretion of the immigration officers. There are many officers who seem to feel as if they are border guards and act almost suspicious at all times. That's not necessarily irrational because the truth is that many, many people are in Canada illegally and are here because they overstay the visas or permits.

I can't be sure of anything. What I do know is what has happened in the last while with people being turned away at borders etc.

For example, one woman was living in the states and working there and still living in her house. Her husband was Canadian and had moved back to Canada. She was in the process of being sponsored and the plan was she would finish her year's contract at work, sell the house and move up once she received her status.

Her husband had a heart attack and she wanted to fly up to be with him as he was going to have dangerous surgery. She was not allowed entry! The reason was that because she as in the process of getting sponsored the officer did not believe that she would return home!

So, it's a real problem knowing how things will go but I know that because she isn't starting fresh it will likely be harder for her.

Also, I think these days so many people want to come here to immigrate from Iran and they are assuming that's what she wants. But, it's puzzling because once she is here for two years if she works while studying she can apply for residency under the Canada experience program. So, I am not that sure why she was rejected from the beginning which is why I am suggesting talking to an immigration lawyer.
