VerifiedYou first step should be to write them a letter and hand deliver it.
Tell them the facts from the start up until the point where you can't get the manager to respond.
Tell them that they need to commence the repairs at once and you need to hear back from them within 24 hours so they can let you know what the plan is.
If that doesn't work you may have to get a lawyer to send a similar letter. In the end, if necessary you can do the repairs yourself and then sue them if they refuse to reimburse you.
