As a beneficiary you can send a letter to the executor demanding documented information on the status, why it is being withheld. In the letter you can point out that if they fail to provide the required information that you will ahve no choice but to proceed with legal action against them.
I am not sure how adversarial you want to be, but the executor has a legal responsibility to manage and handle the affairs properly.
The only way you can put yourself in a position to take legal action is if you first make a demand in writing with a deadline. Give him 14 days form receipt to provide all the information needed, and if he fails you can launch a small claims law suit against him. Not the best proceedure but it will work considering that there is only $3k at stake.

3 years is a long time but not unheard of.
If it has to go for a "Board" it could be because your mom owed back taxes.
Just ask for the information pertaining to the board, hearing number dates etc.
