If she does he can seek to enforce the agreement by registering it with the court.

Then it becomes an order.

If she then refuses he can seek a finding of contempt and as well he can vary the order making it police enforceable.

He can also seek an order that she cease and desist from harming them this way and if she persists he can seek sole custody. She is harming the children but using them as pawns to harm their father.
