I have a younger sister whom is 15 and I turn 19 this year.

I know he doesn't but if you apply for custody/guardianship through the court you will need to serve any biological parents as well. If you want this and so does your sister and if the dad consents you will have an easier time.

So you can become your sister's guardian and because she is*****will almost always grant what she wishes. As well, no court order can be enforced against your sister so she cannot actually be forced to live with her grandmother at her age.

If she left to be with you the police may get involved only to the extent that they would check to see if she is OK and ensure she wants to be with you but they would not bring her back to her grandmother.

So it could also be the case that her father could facilitate all of this by helping her move to you.
