It has nothing to do with citizenship.

The law is what you were told. You cannot move the children unless the father consents without a court order. You would have to convince the court that the move would be in the best interests of the children. Is it not at all about them living in Canada. It would be about moving them away from their father, uprooting them from their schools, home and community etc.
