That may have been under prior legislation, or maybe a claim had been commenced and just never pursued for many years, or maybe the spouse applied for spousal support. There is no limit on the right to claim spousal support as the Divorce Act allows a former spouse to claim this. That support order does not divide the pension at all, and the pension remains the property of the person who earned it, but they could be ordered to pay alimony each month.

But as far as property division, you can look up the law yourself. It is section 198 of the BC Family Law Act, under the heading "time limits"

Section 198 states:

(2) A spouse may start a proceeding for an order under Part 5 [Property Division] to divide property or family debt, Part 6 [Pension Division] to divide a pension, or Part 7 [Child and Spousal Support] for spousal support, no later than 2 years after,
(a) in the case of spouses who were married, the date
(i) a judgment granting a divorce of the spouses is made, or
(ii) an order is made declaring the marriage of the spouses to be a nullity,


This legislation only came into force last year, so if your friend applied earlier, then maybe the old legislation applied.
So as you are more than two years out from date of divorce, there is no possibility for property division of the other spouse's pension.
