meter set on dc20, black on battery negative or body ground red on fuse ends

ok try a vehicle reset and then check again, if that dosent work we will have to get deep on some electrical tests, pull negative battery cable then positive, touch and hold both cable ends together for 1 min wait 15 more with cables off and install positive then negative, try again
