Hello Marco and thank you for your question,The code B1314 is set in most cases due to a failing A/C Low Side Temperature Sensor and in order to verify if that is the case you are going to need to do some testing. Take a jumper wire and add a fuse to the center of it and then place each end into the connector to jumper the signal.
Yes it can and its pretty common for it to fail providing the system has proper pressure.
It looks like it been repaired once already and you might be better off to go ahead and get a new one.
Replace the sensor and then disconnect the negative battery cable to clear all codes and then recheck the clutch operation. If the system is properly filled and there are no other issues the compressor should run.
