My Cadillac deville (2003) won't turn over it keeps saying service theft system....any idea what's wrong

The theft system is not recognizing the key for some reason, if you have a spare key, try that and see if it starts, if not, disconnect both battery terminals and rub them together, this will reset the theft module, reconnect cables and try again.
