my radio on my 2004 deville will not power up. Fuse is ok. I had just replaced fuse for liscense plate light. I turned radio off now will not turn on

Greetings...... “Hi, I’m Don (aka MOLurch) and I look forward to helping you!”
IF you have Voltage + on "both sides" of Fuse "AUDIO" located in the Rear Fuse Panel & Voltage + on the ORANGE wire at the Radio, then it is likely the Radio is "Locked" & needs Programming via Dealer Scan Tool & GM Computer.
apprx 1 hour labor
Otherwise the Radio can be defective (not unusual)
The Factory Radio is commanded via the BCM (body control module)
IF you DO NOT have Voltage + at Fuse or ORANGE wire, let me know & I can help further
