ALL INSTRUMENTATION OUT, BACKUP LIGHTS OUT, AC AND FANS ARE OUT, RADIO IS OUT, AND CRUISE CONTROL ISW OUT. THIS ALL HAPPENED WHEN I HIT THE RESUME ON THE CRUISE CONTROL. THIS IN A 2000 CADDY ETC

It's not clear what relationship the resume switch has with all of these things. Further, it's not clear why the backup lights are inop, that seems to be a totally separate set of circuits. What I would do is pick one system and get after it, and see where the diagnosis ends up. Cluster, HVAC control systems are out, let's attack those. Have you checked all fuses with a test light yet, to make sure they all light up the test light with the key on?
