I have a 2013 Cadillac ATS that I put a new electronic steering rack in from GM. The instrument cluster reads service power steering. The car drives and steers perfectly, how do I remedy this?

Hello I will help you with your question,
Did you relearn the 0 point of the steering after you replaced the rack?
Do you have a scantool that will communicate with the steering computer?

Is there a way to do it without a scanner. My Snap On Modis does not do it.

Nope, you must have the MDI/GDS2 or current scantool to relearn this and communicate with the power steering control module for programming.
