1997 Cadillac Deville: system disable due to theft system

1997 Cadillac Deville, "starting system disable due to theft system"..doesn't display the "WAIT 3 MINUTES message? Anything we can try to get it started?

Does the key you have now contain a black chip with a silver metal strip on each side of the key?

Yes. We cleaned the key with a soft cloth. There doesn't appear to be a break or damage to the wires on the key.
Then you most likely have an open wire in the ignition lock cylinder.These wires run from the lock cylinder down through the steering column.When the wire breaks the key chip cannot be read by the theft module causing your problem.You will most likely need a new ignition lock cylinder and new matching key.

Is this repair something that only a dealer can take car of? Is it expensive?
An independent shop can also do the job as it is very common on GM vehicles.Usually costs about 350.00 to 400.00 parts and labor.They will need your original key to read the proper code for your vehicle.The dealer would be the safest way to go.

Does the fact that they rest of the message, "WAIT 3 MINUTES" doesn't show on the display have any significance or mean specifically that it is the ignition and not the key? What if someone had tried to break in? Would the message be different?
The 3 minutes is the amount of time the theft module waits when it sees the wrong key code when the lock cylinder in turned before it will allow the engine to start even with the right key code.When a wire to the cylinder breaks it will see the wrong code when the key is turned.This is what would happen in a theft attempt.
