The 30A SEATS circuit breaker supplies the horn relay with power

The relay is working fine, it blows the horn when the alarm system goes off. Shouldn't there be another fuse that connects the horn button (steering wheel) to the relay?
The horn switch provides ground for the horn relay the relay actually has power at all times. The body control module provides ground for the circuit when the alarm goes off. You likely have a grounding issue in the steering wheel, you could possibly have an open clock spring.
