DTC P0130 will set for bank 1 sensor 1

The PCM detects that the affected HO2S 1 voltage is between 250-650 mV for more than 16 seconds, during a 20 second monitoring period.

If you have replaced this sensor with a known good one, then there is a chance of wire damage to that sensor. As well, some aftermarket sensor could set false codes as well.

Here is a picture of the sensor/wiring in question.

The code simply tells us what area of concern to look in, but the issue could be a number of things, and without having a scanner that can read engine data, it may be difficult to trace.
Here are some other possible reason for the code to set...
HO2S for contamination
Chafed, burnt, cut, pinched, or otherwise damaged HO2S wiring
The HO2S must have a clean air reference in order to function properly. This clean air reference is obtained by way of the HO2S wires. Obstruction of the air reference and degraded HO2S performance could result from any attempt to repair the above conditions.
Exhaust system leaks or restrictions
Evaporative Emissions (EVAP) system malfunction.
Incorrect fuel pressure..

Typically, if the cat was bad, you would have serious power issue and possible misfires.
