I believe that court has erred in applying the Statute of Limitation on couple of grounds. What is the time limit to file a writ of mandate ?

Usually this would be handled by the filing of a normal appeal after a final judgment as a writ of mandamus is reserved as an extraordinary remedy for enforce the performance of ministerial acts and some limited interlocutory appeals.
