Is Oncall Days Considered Work Days?

My husband works for a company in California and works a normal 40 hour week, plus every 3 weeks he is "oncall" for 24/7 for 7 days. He is getting paid OT but now the company wants the oncall people to take on MORE responsbility which virtually means he will be working 24/7 during that time. Is an oncall day considered a work day in the consecutive days law? During his oncall week and then the next normal week he ends up working 12 straight days without a day off.
