I have a simple, one-page, Consultant’s Agreement with a company in Warsaw, Poland and a well-documented, clear-cut case that shows the Polish company is withholding payments without cause and threatening to further violate the contract by not paying contract termination fees. Potential contract loss risk to me is $167,000. My "Consulting Agreement" is actually an "Employment Agreement", because it prohibits me from seeking other employment or contracting work. According to this contract: “Disputes handled by The Rules and Protocols specified by the International Chamber of Commerce (ICC), Hague, Netherlands.”Question: Can this be arbitrated in a location other than the Netherlands, what is the best way to find a qualified Dutch lawyer, is there a fee(s) for processing an ICC dispute, and roughly how long and how many dollars would you estimate it would take to settle such a dispute?

Normally the agreement identifies manner and location for dispute resolution. If so, that controls. One can seek another venue if both sides consent, but otherwise it likely would be denied. Finding local counsel can be done using directories such as Expect such counsel to seek a retainer of $5000.
