You cannot legally set up a lottery. It is not permitted. The industry is heavily regulated.

You did not address drawing options. I understand about the lottery but in essence my idea has nothing to do with numbers it is merely the drawing of a name.

The drawing aspect renders it a lottery and is something authorities could crack down on.

Obviously some companies and individuals do this anyway and take the risk, but technically it is not permitted.
