I received a written offer estimate for outdoor shed- kitchen from a general contractor. He billed me an invoice 25% to start the work - $5750.00 . But now after he submitted all the permits he increased his offer double and I already paid him on the first proposal he made me.

Ask the contractor to explain why did the price double? Also, you can threaten to sue for breach of contract to negotiate a lower price.
