I work non profit, some of our funding is dispensed

i work for a non profit, some of our funding is dispensed by/through the DHHR. We are required to give them full and intrusive access to our clients information, and entering them into a data base, often prior to their enrollment in our program or the signing of a very vague
"rights and agreements" is this a Hipaa violation.

I am a home visitor, not a medical provider. I am a child development and child abuse prevention worker

its okay if the ddhr makes me tell them how many cigarettes you smoke, number of books in your house, and disclose your abuse history (victim) even if you receive no services from the state, and were not in their data base prior to us giving them to DHHR

Well since they are the regulators and enforcers of the hipaa regulations they are going to be self compliant as well.

is there any recourse for these people who aren't aware that their information is being sent to the DDHR, the only question they don't ask is gun ownership.
