Are Colorado Municipal "home rule chartered" Town governments bound to comply with cicl agreements adopted by Town Ordinance of previous Town Councils...i.e. a 2015 Town Council bound to uphold a Land Development Resolution for a specific parcel of property which was adopted in 2005.

Yes, they are indeed obligated to follow any lawfully passed resolution. They can seek to pass a new resolution in accordance with their rights under the home rule charter, but until they do so, they are bound to comply with that agreement/resolution.
