With a C-Corp can the executives cut themselves a check to reimburse for a decrease in salary. (Executives took a decrease in their salary until the business is able to afford to pay them completely)
With approval of the Board of Directors they can.

The Board of Directors only consists of myself and someone else. Are we supposed to document a meeting where we both agree? Can the check be documented as a reimbursement, not taxed as a payroll check?

It can be a distribution of dividends but it is taxable.
