Yes. Checked fuses. Hi beams work fine. Probed low beam pigtails with test light. Both wires hot on each light socket

You need to check the beam selector switch to see if it is switching and connecting the low beam to ground through the headlight switch? The most common is a bad connection inside the beam selector switch not making connection since the high beams are working.

Why would both low beam bulb leads be hot at the same time with bulbs removed?

The switch will complete the ground for both bulbs and does not control the power to bulbs.

If you ground the blue wire that goes to both low beam lights you will bypass the beam select switch and lights will come on. If they come on then you have a bad beam select switch.

I'll try that. Still try to figure why blue lead has power with no bulbs plugged into harness.

This is because the bulb is connecting the power in and when blue wire is not being grounded in switch it will show power when the wire is not grounded. This proves the blue wire is not grounded in beam select switch.

Your test light is completing the ground circuit connection and will show power going through bulb.

The bulb is NOT installed when both leads are hot.

I said I probed both wires and had power on both with the bulbs removed.

If you have one or the other bulbs still connected you will have power on blue wire. Disconnect both bulbs and should not have power on blue wire.

If you just ground the blue wire like I said you should get the low beams to come on. If you just do this and let me know then we can cut out losses.

The blue wire is hot without the bulbs in to complete the circuit. Has to be something crossed in dimmer switch. There is power on the blue lead with both bulbs removed. I cut the blue wire and ground it both bulbs work but the side toward the switch is hot when the side toward the bulb is grounded

You are getting the switch crossing power from the high beam side of circuit and it never is grounding inside switch for low beams.
