Have you checked for power down at the starter?
You could do that.. but your starter motor could be bad preventing the engine from cranking over. You can check this by checking for battery voltage down at the starter while an assistant turns the key to the CRANK position. If there is power at the starter with the key in the CRANK position and the starter is not working, the starter is bad and will need to be replaced.
The starter could make noise if it has low battery voltage. Are you sure the battery is good and fully charged?
Ok, then yes, I would suspect a bad starter motor provided there is nothing wrong with the engine. YES, you could turn the engine over by hand to ensure it is working good.

You would need to put a socket on the crankshaft bolt and turn it using a breaker bar or big wrachet.
It is on the side of the vehicle but it would be in front of the engine. Keep in mind, the front of the engine is on the side of the vehicle because the engine sits in the vehicle sideways. So pop the hood, look for the serpentine belt and then look for the BIG harmonic balancer or BIG pulley on the bottom. Then find the bolt in the center.
