1998 Buick Lesabre - whenever "horn" area on center of

1998 Buick Lesabre - whenever "horn" area on center of steering wheel is lightly depressed, horn blows; now will not stop. I've had to unplug the wires from the horn to stop blowing. Now I have no horn, security alarm.

The Horn Ring has a BLACK thin wire that goes to the "slip ring" on the Steering Column, then the BLACK wire continues to the Horn Relay, located on the Firewall under the hood

When the BLACK wire gets ground - from the Horn Ring, the Relay trips & the Horn gets it's power
You need to remove the Horn Relay & test PIN 85 of the Relay socket to see if there is Ground -
IF there is Ground -, then the Horn Ring is likely stuck or there is a probalem at the Steering Column "slip ring"
IF there is NO Ground - on PIN 85, until you press the Horn Ring, then the Relay is bad
