Where is the fuse for the right turn signal located on my 99 Buick park avenue

There is no fuse that protect "just" the right turn signal. If the left side is working correctly and you are sure the bulb is good, sounds like there is going to be a problem with the wiring to the right turn signal. Start at the rear tail lamp assembly and work your way down the harness looking for any wires that may be broken or damaged. Follow the harness up as far as you can. Do the same with the front turn signal as well. If you are absolutely sure there are no problems in the wiring, then the problem may lie in the turn signal switch (on the steering column with the wiper switch).
