I am sorry your having this problem

when a seat-belt jams like this there is a failure inside the seat belt retractor and there is no way to repair this seat belt retractor assembly as if we touch or try to fix this retractor there is a good chance in the event of an accident that bet may not lock and someone could get hurt very bad

those retractors work with built in inertia mechanisms that can NOT be touched or worked on

I am sorry to say you need to replace that passenger side seat belt retractor assembly to correct this problem

please send me the instructions on replacing this and the part number so I can look to order one.
