Two possibilities come to mind, one is a bad connection where the cluster plugs in, and the other would be a defective cluster. I hope I have helped you. Please keep me posted.
I forgot to mention, that when you get the connectors separated, look for corrosion. If you find some, clean the terminals and apply some di-electric grease to them. You can buy this grease at your local parts store. I can also still help you after you have rated me too.
