99 Buick Century over heating and pushing water out the top ..... fans do not come on.... I have tried turning on the AC to get them to come on but they dont....

My name is ***** ***** I am a professional here at Just Answer. I noticed that your question was not getting a response and thought I would see if you still need help with this.I apologize for the delay and I hope I can still assist you with this here.
If you haven't had a block test done with a coolant block tester (most shops have this tester and usually takes less then an hour to test with it) this should be done.This will determine if there is exhaust gases entering the coolant system.If this comes up as gases in the coolant system the most common fault I have seen cause this here is one of the cylinder head gaskets leaking needing replaced.This won't show up as a leak on the ground externally or mixing coolant with oil but just as a leak with exhaust leaking into the cooling system.
This can cause a false engine coolant temp sensor reading which can keep the fans off like this here.
